Safford To Implement State-Mandated Preapproved Housing Design Plan Program

Safford, Arizona — The City of Safford is moving forward with the development and implementation of a Standard Preapproved Housing Design Plan Program in accordance with Arizona Revised Statute A.R.S. 9-461.20. This statewide mandate requires all municipalities to establish preapproved housing design plans across four distinct classes of residential structures.

The purpose of this program is to expand housing options, streamline the permitting process, and provide residents, builders, and designers with additional tools to meet future housing needs within the community.

Program Requirements and Timeline
 Class 1 – Single-Family Homes: Effective July 1, 2026, the City will create at least three preapproved design plans for single-family homes ranging from 800 to 2,000 square feet or beginning at the minimum square footage allowed by the City. Each design must include a minimum of three elevation options.

Class 2 – Duplex Units: Effective January 1, 2027, the City will develop at least three preapproved design plans for duplexes sized between 400 and 1,000 square feet per unit.

Class 3 – Triplex Units: Effective January 1, 2027, the City will create at least three preapproved design plans for triplexes sized between 400 and 1,000 square feet per unit.

Class 4 – Accessory Dwelling Units (ADUs): Effective July 1, 2026, the City will offer at least three ADU design plans in the following sizes: 200 square feet, 600 square feet, and 1,000 square feet.

Plan Submission and Program Rules
 Under A.R.S. 9‑461.20, the City must accept plan submissions from any applicant without restriction. Applicants will be charged the same fees as standard plan review for the same structure type and size. All preapproved plans will be publicly posted on the City’s website along with the applicant’s contact information. Plans will be removed within 30 days upon request. Preapproved plans from other Arizona municipalities or agencies may also be included. All approvals or denials will be issued through an administrative, non-discretionary review process.

The City may also require applicants to release and indemnify the City as a condition of using a standard preapproved design plan.
