Big change in Congressional district under latest redistricting draft map

PHOENIX —The Congressional and Legislative districts serving Graham and Greenlee counties would be almost identical if the latest draft maps do not undergo any more changes.

The Arizona Independent Redistricting Commission issued the latest round of draft maps Thursday, and while there is little change in the Legislative District, there would be big changes in the Congressional District.

Graham and Greenlee would move out of Congressional Dist. 1 and into Dist. 6. Instead of the district going north to the Four Corners area, and then west to the Mohave County border, encompassing Flagstaff, like the current Dist. 1, this new Dist. 6 would go south and incorporate all of Cochise County, and west into portions of eastern and northern Pima County, including Oro Valley and Marana.

Meanwhile, the San Carlos Apache Reservation would be carved out of Graham County and placed in a different Congressional district, Dist. 2, which would include the Navajo and Apache Nations, as well as the Havasupai, Hopi, Hualapai and Kaibab reservations, in addition to Flagstaff and Prescott.

Sedona, the home of Congressman Tom O’Halleran, who represents Graham and Greenlee counties in the current Dist. 1, would be in the new Dist. 2. Ann Kirkpatrick, the incumbent Congresswoman in the current Dist. 2, which represents Cochise County, has announced she is not seeking re-election.

That means an open race with no incumbents for the new Dist. 6, if O’Halleran chooses to run in the district in which he lives.

The Legislative district, which currently includes all of Greenlee and Cochise counties, most of Graham County except the San Carlos Apache Reservation, and a small portion of eastern Pima County, remains virtually the same.

The only change in the draft map is the addition of more of Pima County, to the south of Tucson and South Tucson.

The commission will now conduct five days of meetings to take public comment on the draft maps, starting Friday, Oct. 15, and continuing Monday, Oct. 18 to Thursday, Oct. 21.
