Center for Effective Lawmaking highlights Griffin’s three-session “Above Expectations” streak
STATE CAPITOL, PHOENIX – State Representative Gail Griffin has been recognized by the Center for Effective Lawmaking for her sustained record of “Above Expectations” performance through the 2023-2024 legislative session, a distinction that reflects years of turning serious policy work into legislative results.
In its newly released State Legislative Effectiveness Scores for the 56th Arizona Legislature, the Center found that Griffin earned a 5.50 effectiveness score in the 2023-2024 session, the second-highest in the House and higher than any Senate member. The Center described that performance as making her “one of the most effective Republican Representatives in the last legislative session” and noted that she extended her “Above Expectations” streak to three consecutive legislative sessions.
The score is based on fifteen different metrics. The “Above Expectations” designation is reserved for lawmakers who significantly outperform benchmark scores based on factors such as seniority, majority-party status, and committee leadership.
According to the Center, Griffin introduced 81 bills during the term, with 74 receiving action beyond committee, 63 passing the House, and 22 becoming law. The report also noted that she has consistently ranked among the top ten most effective Republican lawmakers since 2019.

I come to the Capitol to protect our water, defend private property rights, support agriculture and mining, stand up for rural communities, and fight for the constitutional freedoms that matter to Arizona families. Good policy only matters if you can move it, pass it, and put it into law.”
Representative Griffin, who chairs the House Natural Resources, Energy & Water Committee, has built a reputation as one of the Legislature’s most effective lawmakers on water, land, natural resources, energy, job creation, and economic growth.

Gail Griffin is a Republican member of the Arizona House of Representatives serving Legislative District 19, which includes areas of Greenlee, Graham, Cochise, and eastern Pima and Santa Cruz Counties. She also serves as Chairman of the House Natural Resources, Energy & Water Committee.
