Program Offers $50,000 Rebates for Class 5 Electric Heavy Duty Vehicles
PHOENIX (Feb. 17, 2026) — Officials at the Arizona Department of Environmental Quality (ADEQ) today announced the launch of a Pilot Program for Heavy Duty Zero Emissions Vehicles (ZEV), which offers a $50,000 rebate to 20 eligible organizations that purchase qualifying all-battery electric heavy duty vehicles beginning March 3, 2026.
“Heavy-duty vehicles are a major source of emissions in Arizona’s non-attainment areas,” said ADEQ Air Quality Division Director Daniel Czecholinski. “We’re excited to partner with Arizona organizations to support cleaner technology that helps improve the quality of the air we breathe.”
Funded through Arizona’s House Bill 2897, enacted in June 2024, the $1 million pilot program aims to improve air quality while helping organizations transition to cost-effective, zero emissions vehicles. ADEQ encourages organizations using heavy duty vehicles like large walk-in trucks, city delivery vehicles, or bucket trucks to apply.
Program Overview
ADEQ will accept applications from March 3 through June 15, 2026, for vehicles purchased and delivered after March 3, 2026, and will notify applicants about their rebate status on a rolling basis and no later than June 30, 2026.
Eligible applicants include government entities (federal, State, local, or tribal), educational institutions (public and private), non-profit organizations, and for-profit companies registered with the Arizona Corporation Commission. Eligible vehicles must be new, Class Five Heavy Duty Vehicles (GVWR between 16,001-19,500 pounds) that are all-battery electric, purchased from a manufacturer or licensed dealer, and paid for and delivered before an application is submitted.
The new ZEV Pilot Program has many limitations and contains numerous, and very specific, terms, conditions, and eligibility requirements. ADEQ strongly encourages organizations to carefully review the key eligibility requirements before March 3, 2026, to determine whether they are eligible and to be able to submit a timely application for consideration | View ZEV Pilot Program Page & Key Eligibility Requirements >
Program Evaluation
This pilot program will serve as a testing ground to evaluate the feasibility of a larger-scale rebate program for zero-emission commercial vehicles. ADEQ will carefully review all aspects of the program, including application processes, participant feedback, and operational outcomes, to inform and help shape future zero-emission vehicle initiatives.
