Thatcher Council approves development agreement for new Circle K

THATCHER — A new Circle K in Thatcher is one step closer to reality.

During its most recent meeting, the Thatcher Town Council unanimously approved a development agreement between the town and Circle K Stores Inc.

Under the agreement, Circle K will pay for:

  • Design of a traffic signal at U.S. Highway 70 and 1st Avenue
  • Design and construction work in ADOT right-of-way, including an eastbound right-turn lane into the property
  • Design and construction of a storm sewer relocation

The Town of Thatcher will pay for:

  • Widening of 1st Avenue, north and south of Highway 70
  • A sewer tap to the Circle K property
  • Construction of a traffic signal
  • Material for the storm sewer relocation

“We’ve been trying to get this traffic signal built for years,” Town Manager Heath Brown said. “The only reason ADOT has given us permission to build this signal is because of the Circle K and the traffic it generates.”

There will also be a slight realignment of the Highway, reducing the curve at that location.

The work by the town is to be completed within six months of Circle K breaking ground. The town has been informed by Circle K it would like to have construction complete and open to the public by the end of the year.

The new Circle K will sit on 3.5 acres on the southwest corner of Highway70 and 1st Avenue. The preliminary site plan shows the store will be about the same size as the Circle K on Highway 70 on the eastern boundary of Safford, but the Thatcher location will have the addition of high-speed diesel pumps to serve semis on the south end of the property.
