The City of Safford City Council will consider approval of the City’s FY2023-2024 Tentative Budget at its Regular Council Meeting on May 8, 2023. Within the Tentative Budget, the City is recommending keeping the primary property tax rate the same as it has been for the past four years at 0.5135%. Keeping the rate the same will generate greater revenues due to the increase in assessed property values completed by the County Assessor. State Statutes dictate communities hold a Truth in Taxation Hearing in this instance.
The City of Safford will hold the required Truth in Taxation Public Hearing on Monday, May 22, 2023 at 6:00pm at the Safford Library Program Room, 808 South 7th Avenue in Safford. At this same meeting, the City of Safford will also hold a combined FY 2023-2024 Budget and Tax Levy Public Hearing.
Public Notice for Truth in Taxation Hearing
In compliance with section 42-17107, Arizona Revised Statutes, the City of Safford is notifying its property taxpayers of the City of Safford’s intention to raise its primary property taxes collected over last year’s level. City of Safford is proposing an increase in primary property taxes of $14,116 or 4.86%.
For example, the proposed tax increase will cause City of Safford’s primary property taxes on a $100,000 home to be $51.35 (total proposed taxes including the tax increase). Without the proposed tax increase, the total taxes that would be owed on a $100,000 home would have been $48.97.
This proposed increase is exclusive of increased primary property taxes received from new construction. The increase is also exclusive of any changes that may occur from property tax levies for voter approved bonded indebtedness or budget and tax overrides.
All interested citizens are invited to attend the public hearing on the tax increase that is scheduled to be held at 6:00p.m., May 22, 2023, at the Safford Library Program Room, 808 South 7th Avenue, Safford, AZ.

Final Budget Adoption and Property Tax Levy
Members of the public wishing to appear and testify or make inquiries regarding the Budget and Tax Levy for Fiscal Year 2023-2024 for the City of Safford may be heard at a PUBLIC HEARING. The Hearing will be held Monday, May 22, 2023 at 6:00 p.m. in the Safford Library Program Room, 808 South 7th Avenue, Safford. When the Hearing concludes, the Council will convene a Special Council Meeting to adopt the Final Budget.
ADOPTION OF TAX LEVY
The City Council will convene to adopt a City Tax Levy for Fiscal Year 2023-2024 on Monday, June 12, 2023 at 6:00 p.m. in the Safford Library Program Room, 808 South 7th Avenue, Safford.
