SAFFORD — The City of Safford has completed its update of the City’s General Plan, a long‑range roadmap guiding community development, and the City Council adopted it on June 22, 2026. This updated City of Safford General Plan 2026 will now move to the November 3, 2026, ballot for voter consideration as Proposition 405.
The General Plan outlines the community’s vision for growth, housing, transportation, recreation, historic preservation, environmental stewardship, and economic development. It provides guidance to City staff and elected officials as they evaluate development proposals, identify capital improvements, and refine local regulations. While the Plan serves as an important policy foundation, it does not change zoning, development regulations, or commit funding.
The 2026 update builds on the 2016 General Plan, retaining major goals while improving clarity, updating conditions, and streamlining the document for public use. Key themes such as responsible growth, neighborhood livability, and economic vitality continue to guide the City’s long‑term direction.
The vision statement reads, “The City of Safford is a welcoming, attractive community that blends small town charm with broad economic opportunity supported by safe, livable neighborhoods and attainable housing that guide responsible growth.”
The updated General Plan includes nine chapters:
- Land Use
- Transportation & Circulation
- Parks, Recreation, Trails & Open Space
- Economic Development
- Environmental Planning & Water Resources
- Housing
- Preservation, Revitalization & Redevelopment
- Public Buildings, Services & Infrastructure Safety
- Cost of Development
Because Safford’s population now exceeds 10,000, Arizona law requires voter ratification of the General Plan, making this the first time it will appear on the ballot. If voters do not approve Proposition 405, the current plan will remain in effect, and the City will be required to revise or replace it. If approved, the updated General Plan will take effect once election results are officially certified, no more than 20 days after Election Day.
